Ministry of Defence launches media tender

SINGAPORE - The Ministry of Defence (MINDEF) has launched a tender for media analysis. The five-year contract will be awarded through the Defence Science and Technology Agency, a statutory board of MINDEF.

Through media analysis, MINDEF hopes to evaluate the success of its communication plan as well as the journalistic and public perception and sentiment of the Singapore army.

The winning agency is required to analyse the content of media coverage by local and international print and broadcast news media, Singapore-centred online forums, a blog by a former defence correspondent for The Straits Times, wire agencies, as well as news agencies in Asia-Pacific, the UK and the US.

Periodicals Asian Defence Journal and Jane’s Defence are also included in the list.

These reports are to be submitted throughout each year — three quarterly reports for January to March, April to June and July to September, and an annual report.

In addition, the winning agency is expected to provide about 12 ad hoc reports within five working days from the day of any potential crisis or issue.

MINDEF also requires the winning agency to assess and profile two groups — leading journalists who cover the army’s events and key netizens or influencers in blogs and forums.
